INFORMATION REGARDING USE OF THE
SOUTHOLD PARK DISTRICT GROUNDS

Consistent with carrying out the purpose of a Park District, it is the Commissioners’ policy to make park facilities available to tax paying residents of the Southold Park District and to resident groups and organizations of the Park District. Applicants must abide by the conditions outlined below for use of the following park facilities:

HORTON POINT LIGHTHOUSE GROUNDS
Lighthouse Road at Long Island Sound, Southold, NY 11971
Except for specific events under the direction of the Southold Historical Society or the Horton Point Lighthouse Committee, the event use of the grounds is restricted to Wedding Ceremonies only under 30 people limited to one hour and occurring one hour prior to dusk. No portable bathrooms, gazebos, decorations or tents will be allowed to be brought to the site. No weddings will be held in the tower of the lighthouse. The playing of loud music or a live band is prohibited. Clean up must be handled by applicant and must be completed immediately following the scheduled event. Applicant does not have to be a resident of the Southold Park District to have a ceremony on the grounds. For availability and use of grounds forms, call the Park District Secretary at 631-765-6019 Monday – Friday from 9AM to 5PM.

The parking lot is open from 9AM to 5PM Thursday, Friday, Saturday and Sunday from Memorial Day weekend to Columbus Day weekend. There is a $5.00 parking fee and it is only to be used for access to the grounds and visitation to the lighthouse museum. It cannot be used to access the beach. Otherwise, the grounds are open all year from 9AM to dusk. The Lighthouse and Nautical Museum buildings are manned by volunteers and are open Memorial Day through Columbus Day on Saturdays and Sundays from 11:30AM to 4PM. SOUTH HARBOR PARK (EMERSON PARK) GROUNDS

The Park is open from 9AM until Dusk from May 1st to October 15th. Use of the grounds is limited to tax paying residents of the Southold Park District only. For availability and to receive use of grounds forms, please call the Park District Secretary at 631-765-6019 Monday – Friday from 9AM to 5PM.

The playing of loud music or a live band is prohibited. Clean up must be handled by applicant and must be completed immediately following the scheduled event. If left undone, the Commissioners will have it done at applicant’s expense.
FOUNDERS LANDING GROUNDS ONLY

The Park is open from 8AM to Dusk all year. Park Attendants and a lifeguard are on duty from the fourth Saturday of June to Labor Day. The use of grounds is limited to tax paying residents of the Southold Park District only.

For individuals planning an event or groups wanting to use the grounds only please call the Park District Secretary at 631-765-6019 Monday – Friday from 9AM to 5PM for availability and use of grounds forms.

Depending upon the number of people attending your event you may be asked to provide a second dumpster or portable toilets at your own expense.

The playing of loud music or a live band is prohibited. No tent structures are allowed.
THE WHARF HOUSE AT FOUNDERS LANDING

The Wharf House is available for rent from 8AM to midnight all year except for the month of January when it is closed for maintenance. The rental of the Wharf House is limited to tax paying residents of the Southold Park District only.

The 2012 rental fee is $500.00 per day. As a special for weddings only, if the Wharf House is rented for 3 consecutive days the 3rd day will be charged at half price of $250.00. The rental period includes set up, decorating time and clean up time. Once the building has been opened for your event and you have been provided with the keys by the Wharf House Manager, YOU ARE RESPONSIBLE FOR THE CARE OF THE BUILDING AND ITS CONTENTS.

You must be fully cleaned up and everything brought onto the premises must be off the premises by midnight. (Extra time may be accommodated by special request.)


A separate security/clean up fee of $100.00 is also required. Clean up must be handled by the applicant as follows: All surfaces are to be wiped clean including the interior and exterior of the refrigerator, the interior and exterior of the stove top and oven, sinks, counter tops and any wall areas that have been soiled. The bathrooms are to be cleaned and left in the condition that they were found. Kitchen and bathroom floors are to be swept and mopped clean. The main room and fireplace room wood floors are to be swept only. All round tables must be left up. All chairs used must be returned to their rack. All rectangular tables must be broken down and returned to their storage area. Garbage must be deposited in the dumpster provided and all food stuffs and any rental items must be removed. Garbage does not have to be in Southold Town yellow bags. Recyclable items can be thrown into the dumpster or taken home by applicant. Certain events may require that the applicant provide a second dumpster at the applicant’s expense. The Wharf House Manager will provide the applicant with a phone number to call when the clean up is almost completed and she will meet with applicant for inspection of the premises, return of the keys and close up of the building. If all is to her satisfaction the security/clean up check will be returned at that time.

The area that comes with the rental includes the inside of the Wharf House which is heated and has air conditioning, its outside porches, the indoor rest rooms (and outdoor rest rooms in warmer months if requested) and the grass area out towards the flagpole. The east grill area is not included in your rental.

The Suffolk County Department of Health Services has set the capacity inside the Wharf House at 100 persons. The outdoor capacity will be 75 person with a total indoor and outdoor limit of 175 persons.

We have 10 – 60" round tables, 6 rectangular banquet type tables and 112 chairs available for your use. These tables and chairs CANNOT be removed from the building or put on the porches. 10 - 60" round tables must be put back up if not in use. The large food preparation table in the kitchen must remain in place.
Size of main room - 54 1/2' long x 29' wide. Size of small room - 9' x 15 1/2' wide. Size of kitchen - 14 1/2' x 13 1/2' wide.

Decorations are to be placed on the already provided ceiling hooks only. No additional hooks, nails, tacks, tape, etc. are to be added anywhere. Please inform florists and decorators involved.

The fireplace does not work.

Any music provided during your event must comply with any Southold Town Noise Ordinance in effect. It must be at conversation level by 9PM and end no later than 11 PM. Please be considerate of the Park’s neighbors and others using the park when setting the volume.

Parking accommodations can be arranged on the grassy east side of the building only and on Terry Lane or Hobart Road. Only park district residents attending your event may park in the asphalt parking lot to the west side of the Wharf House. Parking should be supervised by the event’s applicant and restricted to his/her guests.

No smoking, open flames or candles are allowed in the Wharf House.

As there is no generator at the Wharf House and as such the Park District is not responsible during power outages.

If a tent is to be installed it may not be larger than 30' x 30' and must be installed over the asphalt surface to the south of the porch. A $300.00 security deposit must be provided to the Southold Park District thus insuring that applicant’s tent will be removed the same day as your event. Non-compliance will result in the loss of your deposit and the Park District will remove the tent to outside the fence.

If an applicant will be renting tables, chairs or any other catering items a $100.00 security deposit will be required thus insuring that the items will be removed the same day as your event. Non-compliance will result in the loss of your deposit and the Park District will remove the items to outside the fence.

If applicant will be using a caterer, the Park District must be provided with a certificate of insurance from the caterer showing the Applicant and the Park District as "Additional Insured" for your event in the amount of $1,000,000.00. Also, if your caterer is providing alcoholic beverages, the Park District must be provided with a certificate of liquor legal liability coverage from such caterer.

GENERAL LIABILITY INSURANCE IS MANDATORY AND MUST BE ARRANGED AND PAID FOR BY THE APPLICANT. A CERTIFICATE OF INSURANCE ON THE TAX PAYING APPLICANT’S HOME IN THE SOUTHOLD PARK DISTRICT FOR THE AMOUNT OF $500,000.00 SHOWING THE SOUTHOLD PARK DISTRICT AS THE CERTIFICATE HOLDER MUST BE PROVIDED. Insurance on any other homes outside of the Park District cannot be used.

ALCOHOLIC BEVERAGES MAY NOT BE SERVED TO ANYONE UNDER 21 YEARS OF AGE AND MAY NOT BE SOLD.

FOR ALL GROUNDS RENTALS
To the fullest extent permitted by law, applicant will hold harmless Southold Park District, Southold Town, its officers, directors, partners, representatives, agents and employees from and against any and all claims, suits, liens, judgments, damages, losses and expenses, including legal fees and all court costs and liability (including statutory liability) arising in while or in part and in any manner from injury and/or death of any person or damage to or loss of any property in connection with or arising out of and/or occurring during the use of the Southold Park District’s premises. Applicant will defend and bear all costs of defending any actions or proceedings brought against Southold Park District and/or Southold Town, its officers, directors, partners, representatives agents and employees, arising in whole or in part out of any such acts, omissions, breach or default. The foregoing indemnity shall include injury or death of any employee of the applicant and shall not be limited in any way by an amount or type of damage, compensation or benefits payable under any applicable workers compensation, disability benefits or other similar employees benefit act. The Applicant filing any use of grounds application or the duly authorized representative(s) of the group/organization filing any use of grounds application must agree to abide by the Park Rules and Regulations and all conditions set forth above.

All rentals at all Parks are available on a first come, first served basis.

Once the booking date is set with the Secretary, the use of grounds forms are sent to the applicant.

The forms are to be returned along with any rental fees, appropriate deposit checks and the insurance certificate by the date instructed on the forms. All rental fees are non refundable. IF THE FORMS, CHECKS AND INSURANCE CERTIFICATE ARE NOT RETURNED PRIOR TO THIS DATE THE BOOKING DATE WILL AUTOMATICALLY CANCEL. A post card will be sent verifying this.

The applicant signing the forms must be named on the homeowner policy provided or be a representative of the group/organization providing the insurance policy and any policy under the $500,000.00 limit will be sent back to the applicant and the Booking date will automatically cancel.

In the event you are renting the Wharf House, the Wharf House Manager will contact the applicant three to five days prior to your event to review the above rules and regulations, set a time to open the building with you and give you information of closing times.
HOW DO YOU DETERMINE IF YOU RESIDE IN
THE SOUTHOLD PARK DISTRICT?

The Southold Park District is NOT under the jurisdiction of the Town of Southold. Residents of Peconic, parts of the Bay View area and other outside hamlets of the Town of Southold DO NOT pay specific Southold Park District taxes.

In order to determine if you reside in the Southold Park District you may check your Southold Town real estate tax bill and see if there is a separate line item labeled Southold Park District taxes. If you pay specific taxes, you are able to use the grounds and rent a boat slip. You may also call the Southold Town Assessors office at 631-765-1937 to determine if you are a resident of the park district.

The eastern boundaries of the Southold Park District are as follows:
RT 48 (Long Island Sound) west of Ruch Lane and west of the Mill Creek Bridge on RT 25.

The western boundaries of the Southold Park District are as follows:
Long Island Sound (Soundview Avenue) 3600 feet west of Great Pond
3000 feet west of South Harbor Road to east of Richmond Creek to Peconic Bay.

On Great Hog Neck (Bayview Area) the boundaries are North Bayview Road at the Goose Creek Bridge and Main Bayview Road to St. Patrick’s Cemetary and north of Bayberry Road. Laughing Waters is included in the Park
District.

INFORMATION FOR NON-RESIDENT/VISITOR FEES FOR THE USE OF THE BEACHES
From the fourth Saturday in June until Labor Day the Park District beaches may be used by non-residents and visitors for a fee.

A one day pass for an adult (15 years and older) is $5.00 per day on Friday, Saturday, Sunday and Monday. All other days the fee is $3.00 per day.

Seasonal passes may be obtained for $50.00.

Attendants distribute resident stickers and sell non-resident passes on the second and third Saturdays and Sundays in June at Founders Landing Park from 9AM – 5PM, however, stickers and non-resident passes may be obtained from an attendant at South Harbor Park and Founders Landing Park seven days a week from the fourth Saturday in June to Labor Day.
